Abstract

This paper intends to analyse the implementations mechanism for people’s aid conducted by developed and developing countries. It is generally an aid that is implemented to meet the needs of the lower income group of the society in addressing the increment pattern on cost of living. The increasing cost of living coexist with the development of the country and its progress hence, led the country to provide aids for its people based on their needs. However, are there any differences between people’s aid provided by developed countries in comparison to developing countries? How are these aids will lead to sustainable development? There are two objectives that will be achieved in this paper according to these issues. Firstly, to identify the mechanisms of implementation for the people’s aid in both developed and developing countries. Secondly, to analyse these mechanisms of implementation. The analysis conducted by using content analysis method. People’s aid provided by developed and developing countries are found to include various types of assistance such as housing, health and education. This suggests that people's aid in developed and developing countries are not confine only on the financial aid.

Abstrak

Kertas kerja ini bertujuan menganalisis mekanisme pelaksanaan bantuan rakyat yang dijalankan pada masa kini di negara maju dan negara membangun. Bantuan rakyat secara umumnya ialah bantuan yang dilaksanakan bagi memenuhi keperluan golongan yang berpendapatan rendah dalam menangani masalah peningkatan kos sara hidup. Peningkatan kos sara hidup seiring dengan pembangunan dan kemajuan negara menyebabkan negara maju dan membangun melaksanakan bantuan rakyat berdasarkan  keperluan rakyat mereka sendiri. Persoalannya, apakah wujud perbezaan dalam bentuk bantuan rakyat yang telah dilaksanakan antara negara maju dan negara membangun? Bagaimana pula bantuan tersebut berupaya membolehkan pembangunan lestari tercapai? Kertas kerja ini mempunyai dua objektif. Pertama, mengenal pasti mekanisme pelaksanaan bantuan rakyat di negara maju dan negara membangun. Kedua, menganalisis mekanisme pelaksanaan bantuan rakyat di negara maju dan negara membangun. Analisis ini dilakukan dengan menggunakan kaedah analisis kandungan. Mekanisme pelaksanaan bantuan rakyat di negara maju dan negara membangun ini didapati merangkumi pelbagai jenis bantuan yang dilaksanakan seperti bantuan perumahan, pendidikan dan kesihatan. Hal ini menunjukkan bahawa bantuan rakyat yang dilaksanakan di negara maju dan negara membangun tidak tertumpu kepada bantuan kewangan sahaja.
